On December 26, 2010, the Third Faculty Staff Representatives Congress the Fourth Labor Union Representatives Congress (shorten as "Double Representatives Congress") was opening on the ninth floor of the Outpatient Building. From clinics, technology departments administration offices, 88 representatives attended the meeting, representing the total 328 faculty staff in the College to exercise democratic management functions.

At the meeting, Dean Prof. Zhou Nuo gave a report named "with innovation fast development, strive to build an international education research- oriented stomatological school "during which he said the next five years is a key for the implementation of many our ideas we should focus on the goal of building an international education research- oriented stomatological school, seize the favorable opportunities of the China - ASEAN Expo the North Bay Economic Development Zone, go all out to accelerate the construction of International China-ASEAN College of Stomatology strive to stage a new platform for personnel training, scientific research, medical services management.

New committee members of the Labor Union, Auditing Committee Women Staff Committee were voted by all the representatives at the meeting.
